COP26 finally mentioned "fossil fuels" and their "phase down".
COP27 created the (completely voluntary?) loss and damage fund.
COP28 finished a global stocktake that we're not on track for Paris goals, then set a "net zero by 2050" target which will surely be stuck to.
For COP29 I'm guessing for tech development promises, especially carbon capture. Also countries will want to count their own disaster management as contributions to the fund, which will be spun as the fund growing.
