That's only sort of true but pretty misleading. You can see a lot logged out, but a lot of users enable a setting that tells Bluesky clients not to show their posts to logged out users, and the default web client honors that request even though they don't have to.

Technically speaking everything on Bluesky's AT protocol is completely public right now. (DMs are off protocol.)
