I presume the people writing these bills/making these decisions are not educated enough to know that there is no universally agreed upon definition of which "commandment" is which.
Is this important? Not terribly when compared to the bigger problem of forcing a religion onto people, but it does irritate my brain a little.
Or do the bills contain the exact text & format to be used?
