I think that's a rather disingenuous assumption.

The questions may have been unclear about which particular categories of immigrants and visa holders would be most affected, but there was no ambiguity about "yes" vs "no".

More than that: Someone for whom English is a second language is probably *more* likely, not less, to research the questions before hand. And someone who is an immigrant themselves would be more familiar, not less, with the various categories of visa in the Canadian immigration system.
