Though that's former staff and their families with a special permission. Not refugees in the stricter sense.
You can't just apply for refugee status in a German embassy. You actually have to travel to Germany. This is normaly done via Iran and Turkey, Greece. And the western Balkan states.
Once in Germany you still have to get past Dublin III (deportation back to the EU border state you entered the EU from).
