What the 1983 constitution did was three things:
Firstly, it attempted to create a fig leaf for White opinion and foreign opinion, and in practise the only people who were fooled by this were people who wanted to be fooled.
Secondly and more importantly, it was part of a general strategy to drive a wedge between the Coloured and Black communities, and sadly it often succeeded at this.
