Ideally, that is one option of going forward. Unfortunately what companies like OpenAI are doing right now, is not only dumping unreadable texts on arxiv (or even worse, on their homepages), but also advertise it to the press. Then you get flashy messages for the laity about AI solving this or that problem. Universities are public entities and are kind of forced to respond.
