It did fool a lot of White people who were complicit with the system. It gave them a way to convince themselves that everything was now reformed and everything was fine. In their minds, Coloured people could now vote, and this made their demands for true equality illegitimate.

It also fooled a lot of foreigners who were complicit. This was the Cold War and South Africa was aligned with the western bloc, but we were an embarrassment to much of that bloc. It was hard to call themselves "the free world" when that world included Apartheid South Africa, after all.
