I detect sarcasm. I think you're conflating transaction congestion with block production. Spam cannot explain block production speed.

It might make sense that spam crowds out other transactions (so they're slower). This is Transaction Congestion.

It makes no sense to say that spam is causing blocks to be mined slower. This has more to do with mining competition and energy expenditure. This is Block Production slowing down.

We are seeing the latter not the former.
