Well, gitlab supports merge requests created by email, but it has its own constraints. https://docs.gitlab.com/ee/user/project/merge_requests/creating_merge_requests.html#by-sending-an-email
Also it's not implemented in gitea:

Efforts at federation at ForgeFed (npub1nwy…v47n) are great, but actually, #sourcehut is already federated in some way, via its email-based interaction:
