It seems to boil down to the fact that they will be tied to wallet apps that are likely (?) to be very poorly implemented and introduce massive security holes and a host of previously non-existent vulnerabilities. To be clear I am generally pro ZKP, but I take their point and I generally don't trust any government to implement them well and without a host of other bad ideas riding their coattails
