Do illicit drugs or alcohol play a role in your story?
Characters indulge in a variety of alcoholic drinks & mood-altering substances--usually in potions, but occasionally smoked--all legal. There is a back-market potion trade, those cooked up outside of guild oversight, which can cause havoc from time to time. The library has dealt with plenty of those cases. Potions become a problem in the north after magery returns, as there is a lag in creating a guild system.
