When the police revolt against the state, the state has a few options:

The state can hope that other forces will remain loyal and deploy them to hurt the rebelling cops.

The state can threaten to cut off resources and hope that all of its bureaucrats will loyally execute those orders.

Or the state can just give the rebels what I they want.

When small enough groups of cops misbehave, it’s a little easier to induce other cops to act against them. When it was discovered that Chicago police were running a literal torture chamber, those cops were arrested. When it was discovered that the LA county sheriff’s department was full of murder gangs, not a whole lot was done about it.

When it’s the entirety of the New York City Police Department, everyone has to just smile and pretend that nothing happened.
