Most of them. Doesn't mean you'll understand their speech or that you'll even interpret what they're doing (such as the clicks and hisses of the Kytinn) as speech, but they do have their language.
Even some animals speak, though that's not natural and is achieved through cultivation.
In Valkīfor Saga, however, animals, plants, rocks, trees, everything speaks... but again, not everyone can listen to their words.
