The #NFL kickoff is broken based on having to declare you will be doing an onside kick. Just draw the line at the 50 yard line. Let them kick from wherever. Once the ball goes over it, it would be considered the receiving team's ball unless the kicking team took possession.
You'd have both teams lining up right across from each other, which would slow down and prevent the worst collisions anyway. You could try a short kick at any time but usually, they'd target just before the end zone.
