For example, my kids mostly travel between home and school or home and the grocery store, both 1 mile away. If they just miss a bus they can walk before the next one comes. So if they missed the bus and walked, are they transit users? This is pretty typical transit user behavior, especially if accessing by bike where it's easier to go further. You're constantly recalculating your route if you have options. 🙄
