In many countries the default action from police to be able to do something about a peaceful protest is to delibrately start making chaos using their own firestarter teams of guys usually dressed the same and even have the same face covers. They stir things up, the demonstrating public will be blamed, gov has a reason again to smear and "solve" this problem, and everyone else forgets about the reason for the protests in the first place because the narative in the media is now violence and destruction by protesters again.

And repeat.

This way it looks like we have a government to be able to stop violent protesters against a violent government. Sort of a self licking icecream cone again... Because the guys stopping the protesters are paid for by the protesters and was maybe the whole reason they were protesting in the first place.
