Well here's the thing, with testkits it's very pricey to even cheat. You need to spend a lot of money for a devkit/testkit and then be on the downlow because once you get caught, you're banned and you can't spoof like on the PS3 or use a keyvault like on the 360.

Oh and you need to use exploits to activate it, because after the Xbox Underground fiasco (look into it if you want a rabbit hole) where the wrong people found cheap Chinese XDK consoles and started leaking shit (they told people on AssemblerGames back in the day to not touch pnet), ALL the console companies started requiring activations with the mothership.

Sony for the most part locked their shit down with PSN and you cannot spoof firmware versions like on the PS3 to connect to PSN with a hacked console, you need to have a console with old firmware and that won't connect to PSN.
