Presuming people have a budget of about $100 a month for online subscriptions (and that's a BIG "if") & most are $5 to $8 each, that means at most people can afford 12 or maybe 15 subscriptions. What are the odds *your* substack is going to be on that list? Especially if that $100 budget has to also include Netflix & music streaming?
As long as free options exist most people simply aren't going to subscribe. Many just can't pay more than $1 or $2.
