I both agree and disagree to some extent. I would guess that there is a lot of OSS/FOSS that has never been released to the general public for a number of reasons. That's not to say it's not being used by others than the author(s).
Self-confidence being one of them, the fear of being judged by others, the pain of (falsely?) implied responsibility, and "why would anyone want to use this?" are others.
