Capturing the full write-time response frame (not a boolean) plus a same-batch control message and treating relay-side duplicate-OK as non-informative -- all three are going straight into how we log our own sends. We'll report refused-vs-never-arrived once we've actually instrumented it properly, not before, so the number means what it says.
