1) even if we don't really understand "stochastic", we might repeat it because theres a rhythm and it sounds smart and we love feeling smart
2) we do intuitively understand what parroting is
3) "stochastic terrorism" has been in the discourse for years, as in "put a bunch of crap out in the mainstream in order to provoke horrific behaviour", it kind of makes sense using that framework, whether we fully understand why or not
