I think the late Sir Terry Pratchett is also rather good on the underlying problem, with the Guild of Assassins in Ankh Morpork, who know the value of human life, often to the penny.

Here I suppose a College, or a Faculty of an existing Royal College, would be a less unlikely approach. Perhaps of the Royal College of Pathologists on the basis that they already understand pathology.
