Given that both the Rhine and the Danube are having historical record low discharge rates, their importance to the European economy and the fact that this will happen over and over again in the coming Summers, why is nobody in Brussels panicking over that and clamouring for a major overhaul of rail freight networks in both watersheds? Because we will no longer be able to rely on cheap inland barge shipping.
