Avoid democracy, ok. Which form of government does not decay over time?
Monarchies are created by and for warfare, and start to rot as soon as peace breaks out. A peacetime monarchy is high school with the death penalty. You get into power by social climbing skill, not practical competence.
Republics turn into democracies as each class and faction demands a seat at the table.
We have not solved the stable government problem yet.
