We at CoMaps create those updated files, based on the snapshots of the raw database that OSM publishes.
We create the vector map files out of the OSM data (and other data sources, like the offline Wikipedia articles, contour lines, and now also the review data from Open Reviews Association (npub174d…8yjc)).
And currently those are indeed full updates and not diffs. Getting diffs for more efficient downloads is a long-term goal though
