Be it Fentanyl, Tranq, Heroin, or any other drug, legalize them all. Let people kill themselves.
There's no obligation to "save" these people; they have agency just like you. If they chose to give that up to drugs, not your problem, not my problem.
The desire for change must come from within, and if it never manifests there is no hope for them regardless of what you do.
One may say "they've been captured by the drugs", and I'd say the same about LGBTQ; they dig their own graves, let them lie.
