This is an outdoors equipment store (think like REI in the US) in Ghent, Belgium. It's housed in a former *sewing workshop* designed in 1922 by Maurice Fetú. It was restored for 2M€ a decade ago, during which they got rid of the intermediate floors, re-exposing the skylight.
