I’ve never seen a vortex like this, but my thought is that it’s unlikely to form off the rudder if it’s straight. There’s no asymmetric flow. With that said, it looks like it’s coming off the inboard nacelle pylon, which shouldn’t have asymmetric flow either. Let me see if my aero friends can explain it.
