due to oligarch control of media (and funding of elections / propaganda campaigns), the GOP has been setting the agenda for ages. While fighting on framing is necessary, setting the agenda is far more powerful.
It seems that the Democrat response to Republican agenda setting is principally capitulation — they accept the Republican policy / frame, and pretend the issue is no longer on the media agenda, while Republicans continue hammering it.
