not really? filtering out specific people (rather than putting them in the waiting list with everyone else) only makes sense if those people need it less than others, and the point is just that family isn't a very good heuristic for that lol
Plus, the more requirements there are the less efficient the entire system is (due to the overhead involved in checking those requirements), which is also part of why other forms of welfare should also be as easy to access as possible
