The only way to stop an entire school getting kuti is to make it easy for the parent of every students to treat them. As quickly as possible after the kuti are discovered. Making parent pay $100 for treatment, or wait weeks for a GP appointment just to get it, makes it way harder and slower than it needs to be. Guaranteeing that more kids will catch the kuti and suffer needlessly.
Good that the government are fixing a few things like this, but how did it come to this in the first place?
