VOY had the Kazon . . . until they got ditched because they're a horrible villain—Oompah Loompah mofos on steroids. Then they got the Borg . . . but made friends with them. Right now, in our DVD watch-through, we're dealing with the Hirogen . . . who are getting kind of Kazon-like in that they are easily foiled.
It's like the writers didn't want to have actual serious villains.
