But from observation, most of them don't wear them even during early-winter massive flu outbreaks when the news is full of stories about overflowing hospitals. (And more than half of them don't bother with flu shots, either.)
Instead of educating people about disease transmission & persuading them to do their part, public health relied on regulations. And now people act as if there's no sensible reason to do those things if they're not legally required.
