Snatch the leader (and his wife).
Tell everyone that you are taking everything back.
Then announce that the way you will enforce it is not to put boots on ground as everyone expected, but instead you will just enforce the same blockade that was used to weaken and ultimately destroy the first guy you snatched.
There’s literally no way for Venezuela to fight against this.
