We have enough self-gouverning indigenous associations who do it all time, even better and without negative impacts. Everybody, who works in TI, has to be indigenous, know the language and the specific culture.
That we need filters, I agree. But how they do it und what infrastructure they implant - no go!
Indigenous can do it, and they do it - and even better adapted. But, what NGOs do, effects in lack of self-efficacy and learned helplessness! (Learned over decades)
