"content": "Ethiopia's urban land lease system, established by Proclamation No. 80/1993, is a significant experiment in capturing land value for public benefit by maintaining public ownership and leasing urban land instead of selling it. This approach evolved from the previous Derg regime's land nationalization, which abolished private ownership to prevent inequality and speculation but encountered challenges such as inefficiency and corruption. The 1993 system introduced market-based mechanisms like competitive bidding and transferability of lease rights, while limiting private gains from land value increases with the intention that such appreciation benefits the state. However, ambiguities about transitioning existing land holdings, lack of clear mechanisms to collect increased land values, restrictions on lease transfers, and limited guidance on valuation and mortgage finance have constrained the system's effectiveness and flexibility. Wudu Muluneh, former District Municipal Manager of Bole Sub-City and current land administration researcher, highlights both the potential and shortcomings of this model, noting it reflects Ethiopia's struggle to balance rapid urbanization and public land value capture amid institutional challenges.\n\nSource: https://blog.landeconomics.org/p/land-value-capture-in-practice-reflections\n\nhttps://substackcdn.com/image/fetch/$s_!rgF0!,w_1200,h_675,c_fill,f_jpg,q_auto:good,fl_progressive:steep,g_auto/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F107fb97c-2c5b-4fe3-bd75-a2f33037d125_4032x3024.jpeg\n\nhttps://substackcdn.com/image/fetch/$s_!Wjmr!,f_auto,q_auto:best,fl_progressive:steep/https%3A%2F%2Fprogressandpoverty.substack.com%2Fapi%2Fv1%2Fpost_preview%2F205667191%2Ftwitter.jpg%3Fversion%3D4\n\n#news_en #landvaluecapture #urbanplanning #publicownership #blog_landeconomics_org",
