This interpretation sounds reasonable. I think the major goal should be (and apparently is) preventing filming operators from damaging park areas or becoming a nuisance to other people enjoying those areas.
I once got a permit through BLM to take people by helicopter to a ghost town out in the desert that got very few visitors. It took 18 months to get the permit, it needed to be renewed annually, and they wanted a percentage of my revenue. it wasn't worth it.
