I don't really get what takes you to that conclusion.. if people can drive to a gas station once a week to fill up, why can't they drive to a DC charger once a week instead?
I can't refill my petrol car at home *at all* (unless you count carrying jerrycans around), while even without a garage or driveway of my own, I can still find a solution to drag an extension cable to the car to slow-charge at home.
Also, since many grocery chains are adding chargers, just refill while shopping..
