Not so sure I agree with that, because a lot of the bureaucracy with income support programs come with the stigmatization of applicants and the hoops and ladders they have to climb in order to even get rejected for aid. Removing that by making aid non- conditional would remove a great deal of that.
Also, a progressive UBI would be as simple as being based on earned income. A simple yearly tax return would suffice as the control.
